- The Civil Code of the Republic of Lithuania (Book Two)
- The articles of association of the public institution are drawn up. If the founder of the public institution is a single person, the act of establishment must be drawn up. If the founder of the public institution is the state or municipal institution, the latter must adopt the decision to establish the public institution;
- The founders may submit to the Register of Legal Entities an application (form JAR-5) for temporary inclusion of the name into the Register;
- The statutes of the public institution are drawn up;
- The constituent meeting which must elect collegial bodies elected by the general meeting of members and appoint the manager;
- The public institution is deemed to have been established upon registration thereof with the Register of Legal Entities.
